Burkina Faso: Government Tightens Firearm Acquisition Regulations

The Burkinabè government has reinforced regulations governing the acquisition and possession of firearms. A new decree, adopted during the Council of Ministers on February 5, 2025, aims to clarify firearm classifications and ensure stricter control over gun ownership.

Under the updated legal framework, individuals seeking to purchase a firearm must obtain an official purchase authorisation issued by the Ministry of Security. This strictly personal authorisation serves as a purchase license and an import permit for the specified firearm.

According to the new regulations, no one may legally purchase, inherit, or receive a firearm through donation or exchange without securing this government-issued authorisation. The application process involves a thorough administrative procedure, including a mandatory background check conducted by police services in the applicant’s residence.

To apply, individuals must submit a comprehensive dossier containing:

A written request on an official form, along with a fiscal stamp: 15,000 FCFA for shoulder firearms, 25,000 FCFA for handguns with a calibre of 7.65 mm or less, and 50,000 FCFA for handguns above 7.65 mm. A certified copy of a valid national ID or passport, a birth certificate extract or supplementary judgment, a residence certificate, a criminal record extract (less than three months old), and two passport-sized photos.  Applicants who own firearms must disclose their existing weapons and provide copies of their firearm possession and carry permits.

The decree also sets forth specific requirements for military personnel, magistrates, and public officials. In addition to the standard application documents, they must submit A certificate of active service, a certified copy of their professional ID card, and a formal recommendation from their superior officers.
