Niger: National Committee Proposes Five-Year Transition to Civilian Rule, Recommends Naming Tchiani President

A consultative body appointed by Niger’s junta has proposed a five-year transition to civilian rule and the possibility of military leaders contesting elections. This proposal was made on Thursday at a national convention in Niamey.

In a state-broadcast ceremony, junta chief General Abdourahamane Tchiani called the plan a “fresh start,” drawing loud applause. Shortly after taking power, Tchiani announced plans for an inclusive national dialogue to determine governance priorities and the transition timeline.

The national convention, held from February 15 to 19, brought together 716 civil and military representatives. Delegates recommended a 60-month transition period starting from adopting the new charter. However, they noted that the timeline could change depending on the country’s security situation.

Tchiani had initially promised a three-year transition after seizing power in July 2023. However, months of uncertainty led authorities to organise consultations across Niger’s eight regions. A national commission, chaired by traditional leader Dr. Mamoudou Harouna Djingareye, oversaw the process. The group included former ministers, academics, legal experts, military officers, religious leaders, and civil society representatives.

The convention proposed an amnesty for those behind the coup that removed President Mohamed Bazoum. It also suggested concessions for soldiers convicted of trying to overthrow past governments in the last decade. After receiving the endorsement of the 716 delegates present at the conference, General Abdourahamane Tiani expressed his optimism for Niger’s future.

He stated, I solemnly commit to realizing this hope for happiness for the Nigerien people by taking all necessary measures in the best interest of our country. You have played your part, and I will fulfill mine with dedication and without weakness.

According to Mme Barry Bibata Niandou, the general spokesman of the conference, the convention agreed to uphold Niger’s republican system and preserve its democratic and social values. It also proposed granting Tchiani the title of ‘president of the republic’ to the head of the ruling National Council for Safeguarding the Homeland. Existing political parties will be dissolved, and a new political charter will be established.

A final report will be submitted to Tchiani within three weeks. Authorities say the transition timeline will also depend on security conditions and the reform agenda of the Confederation of Sahel States(CSS).
